An ordinance repealing Ordinance No. BL2008-248 regarding annual reporting by departments of paper consumption and postage expense reduction efforts.

WHEREAS, the Council adopted Ordinance No. BL2008-248 on August 7, 2008, in response to a significant reduction in the FY2009 operating budget compared to the FY2008 operating budget, where despite the reduction in the overall budgeted appropriations, the government-wide postage costs were in excess of $3 million; and
WHEREAS, the in an effort to encourage good fiscal stewardship of taxpayer dollars, ensure the government operated in the most cost-effective and efficient manner possible, and advocate for sound environmental policies, the Council adopted Ordinance No. BL2008-248 requiring metropolitan departments to submit annual written reports to the Metropolitan Council describing the actions taken by the department to reduce paper consumption and postage expenses; and
WHEREAS, for the past 17 years, while metropolitan departments dutifully have submitted the annual reports detailing their reduction efforts, many of the reasons for the higher paper usage and postage costs have reduced as the course of business technologies have changed; and
WHEREAS, advances in electronic communication and document management solutions have been adopted by metropolitan departments allowing for a transition from paper-based processes to digital alternatives; and
WHEREAS, in a "post-pandemic" world and work environment, many metropolitan departments have instituted remote work and office sharing policies, which rely on digital document sharing and electronic communication, making paper documents impractical when working from multiple locations; and
WHEREAS, when combined with best practice transitions to digital communication solutions, the desired goal of Ordinance No. BL2008-248 has been achieved and it is now in the best interest of the citizens of the Metropolitan Government of Nashville and Davidson County to...
