13.4 No ordinance, binding resolution, amendment or substitute submitted after these prescribed deadlines will be considered by the Council except on an emergency basis. Nonbinding resolutions submitted after the prescribed deadlines are not eligible to be considered on an emergency basis, unless Nashville and Davidson County are under a declared state of emergency and the resolution relates to that state of emergency. It is not the responsibility of the Council Office to prepare late-filed legislation.

This proposed rule amendment would amend Rule 13.4 of the Council Rules of Procedure to alter the prohibition against filing a nonbinding resolution as a late item. Under the current version of the Council Rules of Procedure, nonbinding resolutions submitted after the deadlines set forth in the Rules are not eligible for consideration on an emergency basis. The proposed rule amendment allows emergency consideration of nonbinding resolutions, when Nashville and Davidson County are under a declared state of emergency and the resolution relates to that state of emergency.
