A resolution requesting Mayor Freddie O'Connell to compel the Metropolitan Nashville Police Department and the Purchasing Agent to complete the procurement of license plate readers for use by the Metropolitan Nashville Police Department.

WHEREAS, on February 1, 2022, the Metropolitan Council approved Ordinance No. BL2021-961, which authorized the use of license plate reader ("LPR") technology by the Metropolitan Government under certain outlined conditions; and
WHEREAS, this legislation was adopted after much debate and discussion by the Metropolitan Council and approved an avenue for Metropolitan departments to LPR for specific purposes after a pilot program by the department and approval by the Metropolitan Council; and
WHEREAS, the Metropolitan Nashville Police Department ("MNPD") began its LPR pilot program on January 23, 2023. After camera installation, training, workflow finalization, and correction of signate issues, the LPR pilot program started in earnest on March 6, 2023, and ended on July 22, 2023; and
WHEREAS, after the conclusion of the LPR pilot program by MNPD, Resolution No. RS2023-2342 was filed to approve full implementation of LPR technology by MNPD; and
WHEREAS, RS2023-2342 was considered at the August 1, 2023, and August 15, 2023, Metropolitan Council meetings and was ultimately approved by the Metropolitan Council with a vote of 28 in favor and 11 against; and
WHEREAS, pursuant to Metropolitan Code of Laws Section 13.08.080, the Council approval is required for the contract for LPR technology that will be used by MNPD. However, no legislation has been filed that would approve such a contract; and
WHEREAS, LPR is an important tool for law enforcement and the Metropolitan Council has ensured that it may only be used in a responsible and limited way pursuant to BL2021-961; and
