WHEREAS, the U.S. Department of Homeland Security has a grant program that assists local governments with all-hazards emergency preparedness, including the evolving threats and risks associated with climate change; and,
WHEREAS, the Metropolitan Government is eligible to participate in this grant program; and,
WHEREAS, this is a pass-through grant with the State of Tennessee Emergency Management Agency (TEMA), and TEMA required OEM to submit the grant application by February 2, 2024; and,
WHEREAS, OEM prepared a grant application requesting an amount of $189,525.79 to subsidize the emergency management program for Nashville and Davidson County, with OEM committing to cover the $189,525.79 matching funds; and,
WHEREAS, in order to meet the grant application deadline, a staff member at OEM mistakenly sent the grant application to TEMA on February 2, 2024, without first seeking conditional Mayoral approval or Council approval; and,
WHEREAS, OEM has discussed this situation with TEMA, and TEMA has agreed to hold evaluation of the grant application until Council has approved the application; and,
WHEREAS, pursuant to Metropolitan Code of Laws ? 5.04.075(A), OEM requests that the Metropolitan Council approve the grant application as submitted; and,
WHEREAS, it is to the benefit of the citizens of the Metropolitan Government of Nashville and Davidson County that this Grant application be approved and submitted.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:
