An ordinance approving Amendment No. 3 to the East Bank Redevelopment Plan.

WHEREAS, the original East Bank Redevelopment Plan was enacted by Ordinance No. BL096-163 in 1996 to facilitate the construction of an NFL football stadium; and
WHEREAS, the Project Area was extended in 1999 by Ordinance No. BL099-1647 to include properties on and in the vicinity of Main Street and Woodland Street; and
WHEREAS, Amendment 2 to the East Bank Redevelopment Plan was enacted by Ordinance No. BL2025-1104 in 2025 and consisted of certain changes to the text, boundaries, and maps of the East Bank Redevelopment Plan; and
WHEREAS, the existing East Bank Redevelopment Plan expires December 31, 2026; and
WHEREAS, there is a desire to extend the land use controls contained in the East Bank Redevelopment Plan through December 31, 2031, to permit additional time for consideration of a Transit Oriented Redevelopment District.
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:
Section 1. That the findings and determinations relative to the “East Bank Redevelopment Plan” are hereby reaffirmed and redetermined.
Section 2. The final paragraph of Section A of the Plan is deleted in its entirety and replaced with the following: “A review of the Main Street corridor in 2026 indicated that the presence of blight remained in this transit corridor. The duration of the Redevelopment Plan should be extended for five years to December 31, 2031, as plans progress on transitioning the area to a Transit Oriented Redevelopment District.”
Section 3. That Paragraph 2.d. Period of Duration of These Provisions is deleted in its entirety and replaced with the following: “The provisions of this Plan, specifying the land uses for the Project Area and the requirements and restrictions with respect thereto, shall commence upon approval of the Plan by the governing body of the Metropolitan Government of Nashville and Davidson County, and ...
