A resolution appropriating $42,405.00 through a grant contract by and between The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Department of Water and Sewerage Services, and the Tennessee Environmental Council to provide trash and debris removal around Nashville’s waterways.

WHEREAS, flooding events have deposited tons of trash and debris in and along Nashville’s rivers and streams; and,
WHEREAS, climate change is predicted to create more frequent and extreme weather events that will continue to pollute our waterways and disturb wildlife habitat; and,
WHEREAS, the accumulation of trash and debris in culverts and against bridges can exacerbate flooding and damage Metro’s infrastructure; and,
WHEREAS, RS2021-1282 determined a plan for the allocation of funds from the State of Tennessee which included funds for riparian clean-up; and,
WHEREAS, The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Department of Water and Sewerage Services, and the Tennessee Environmental Council, wish to enter into a grant contract whereby the Tennessee Environmental Council would provide trash and debris removal around Nashville’s waterways; and,
WHEREAS, Section 7-3-314 if the Tennessee Code Annotated states that metropolitan forms of government may provide financial assistance to nonprofit organizations in accordance with the guidelines of the Metropolitan Government; and,
WHEREAS, Section 5.04.070 of the Metropolitan Code of Laws provides that the Metropolitan Council may by Resolution appropriate funds for the financial aid of nonprofit organizations; and,
WHEREAS, it is to the benefit of the citizens of The Metropolitan Government of Nashville and Davidson County that this grant contract be approved.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVISION COUNTY:
Section 1: That the grant contract by and between The Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Department of Water and Sewerage Services, and the Tennessee Environment Council appropriating $42,405.00 to provide trash and debris removal around Nashville’s waterways, a copy of which if attached hereto and incorporated herein, is hereby approved.
Section 2: That this resolution shall take effect from and after its passage, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.

This resolution appropriates $42,405 through a grant contract from the Metropolitan Department of Water and Sewerage Services (“MWS”) and the Tennessee Environmental Council (“TEC”). Resolution RS2021-1282, adopted by the Council on December 21, 2021, determined a plan for the allocation of funds from the State of Tennessee which included funds for riparian clean-up.
Pursuant to the terms of this agreement, TEC will coordinate 25 clean-ups in and along Nashville waterways for litter remediation. These clean-ups will occur in at least 12 Council districts. TEC will provide event outreach, safety training to volunteers, secure permission from property owners where the clean-ups occur, and educational content about the value of clean water. TEC will also provide reporting on expenses as well as metrics and progress related to the goals of this program. MWS will provide $42,405 to TEC for performance of this contract. The grant term begins upon the date of approval by all required parties and filing in the Metropolitan Clerk’s Office and extend for a period of 18 months.
