WHEREAS, the Public Safety Cadets and the Metropolitan Nashville Police Department desitre to enter into the attached Memorandum of Understanding regarding a program to educate and mentor youth; and,
WHEREAS, the MOU documents the conditions for participating in the program and events operated and maintained by Public Safety Cadets to establish a mutually beneficial relationship by the PSC and MNPD to foster a greater understanding between youth and the public safety organizations within their community through the use of PSC programs and resources and,
WHEREAS, it is to the benefit of the citizens of the Metropolitan Government of Nashville and Davidson County that this MOU be approved.
NOW, THEREFORE BE IT ENACTED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:
Section 1. That the Memorandum of Understanding by and between the Public Safety Cadets (“PSC”) and the Metropolitan Nashville Police Department (“MNPD”), to mentor young adults by providing knowledge, skills, and practical experiences through education and training by public safety professionals, a copy of which is attached hereto and incorporated herein, is hereby approved.
Section 2. That this ordinance shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.

This ordinance approves a memorandum of understanding between the Metropolitan Nashville Police Department (“MNPD”) and the Public Safety Cadets (“PSC”) to mentor young adults by providing knowledge, skills, and practical experiences through education and training by public safety professionals.
The MOU outlines the conditions for participation in a program that would foster a greater understanding between youth and public safety organizations. PSC would be responsible for providing support, outreach, and government to assist MNPD in its use of the PSC program. PSC would provide education and training to adult mentors and volunteers, provide a library of resources, seek and promote scholarship opportunities for PSC youth participants, establish proficiency and special awards for recognition of achievement, and seeking academic credits for participants’ community service.
MNPD would designate an appropriate employee to serve as lead mentor to work directly with a registered unit, conduct screening to ensure that suitable adults are chosen as mentors, ensure that at least two adults are present during all meetings with Cadets, ensure that all mentor training is completed, provide adequate meeting facilities, abide by PSC standard operating procedures, participate in periodic self-assessments and program reviews, and sharing data as practicable about PSC participants that are employed in public safety professions.
PSC would obtain general liability and supplemental accident medical insurance to cover all participants in their official and individual capacities arising from PSC activities. Neither party shall be liable for each other’s acts or omissions.
The MOU will become effective upon the signatures of all parties and the approval of the Metropolitan Council. No term was listed in the MOU, though either party may terminate the MOU upon 30 days written notice, or immediately upon written notice of a breach of the MOU.
Fiscal Note: There is no cost to Metro for the performance of this agreement.
