WHEREAS, RS2021-1158 approved an application for Federal COVID Relief Funds for Transportation Improvements grant from the Greater Nashville Regional Council, with an award amount of $1,145,000 and no cash match required, for pedestrian safety and multimodal intersection improvements; and,
WHEREAS, TDOT Agreement 220057, attached hereto as Exhibit A, provides a reduced grant amount not to exceed $840,980.00, with a required cash match of $304,020.00 from the Metropolitan Government, for the total project cost of $1,145,000 for pedestrian safety and multimodal intersection improvements at various locations; and,
WHEREAS, Tennessee Code Annotated, Section 12-9-104(a)(2)(b), authorizes the Metropolitan Government of Nashville and Davidson County to enter into intergovernmental agreements with the State of Tennessee; and,
WHEREAS, it is in the best interest of The Metropolitan Government of Nashville and Davidson County that this intergovernmental agreement be approved.
NOW, THEREFORE BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:
Section 1. That the Federal COVID Relief Funds for Transportation Improvements grant, a copy of which is attached hereto and incorporated herein, is hereby accepted and approved.
Section 2. That the amount of this grant be appropriated to the Nashville Department of Transportation and Multimodal Infrastructure, based on the revenues estimated to be received and any match to be applied.
Section 3. That the Agreement with TDOT, attached hereto as Exhibit A and incorporated herein by reference, is hereby approved, and that the Metropolitan Mayor is authorized to execute the same.
Section 4. That this resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.

This resolution accepts a pass-through grant in the amount of $840,980, with a required cash match of $304,020, from Federal COVID Relief Funds for Transportation Improvements grant and approving an intergovernmental agreement for acceptance of work in connection with the construction of pedestrian safety and multimodal intersection improvements at various locations.
The Council approved an application for this Federal COVID Relief Funds for Transportation Improvements grant at its September 21, 2021 meeting.
The agreement between the from the Tennessee Department of Transportation (TDOT) and the Nashville Department of Transportation and Multimodal Infrastructure (NDOT) authorizes pedestrian improvements at Dickerson Pike and Hart Lane; Dickerson Pike and Lucile Street; Rosa L Parks Boulevard and Hume Street; and Rosa L Parks Boulevard and Taylor Street. These pedestrian improvements include infrastructure including pedestrian hybrid beacons, new pedestrian crosswalks, pedestrian signals, bulbs outs, streetlights, ADA compliant curb ramps, and highly visible and reflective crosswalks.
