According to Metro Charter section 8.607, the Metropolitan Council (“the Council”) may authorize the Vice Mayor by resolution to employ a special counsel under such terms and conditions as the Council may approve.

An employment contract between the Vice Mayor and Mr. Lee provides that Mr. Lee would manage the Legislative Services Division of the Metropolitan Council Office, research and advise on legislative matters, draft ordinances and resolutions that comply with local, state, and federal law, attend meetings of the Council and its committees, render legal opinions, and review all contracts, leases, and documents submitted to the Council for approval.

The contract states that Mr. Lee’s term of service would begin no later than December 14, 2026. The contract would expire on December 14, 2029. The contract may be terminated by the Council through an affirmative vote of a two-thirds majority of the whole membership of the Council. Mr. Lee may also terminate this agreement upon 60 days’ written notice to the Vice Mayor.
