A resolution appropriating the amount of $27,139,900.00 from the General Fund Reserve Fund for the purchase of equipment and building repairs for various departments of The Metropolitan Government of Nashville and Davidson County.

Be it resolved by the Council of The Metropolitan Government of Nashville and Davidson County:
Section 1. There is hereby appropriated the sum of $82,000.00 from the General Fund Reserve Fund for the Criminal Court Clerk for equipment.
Section 2. There is hereby appropriated the sum of $130,000.00 from the General Fund Reserve Fund for the Davidson County Juvenile Court for equipment.
Section 3. There is hereby appropriated the sum of $4,200.00 from the General Fund Reserve Fund for the Department of Emergency Communications for equipment.
Section 4. There is hereby appropriated the sum of $8,000,000.00 from the General Fund Reserve Fund for the Department of General Services for equipment.
Section 5. There is hereby appropriated the sum of $2,500,000.00 from the General Fund Reserve Fund for Information Technology Services for equipment.
Section 6. There is hereby appropriated the sum of $600,000.00 from the General Fund Reserve Fund for Justice Integration Services for equipment.
Section 7. There is hereby appropriated the sum of $211,800.00 from the General Fund Reserve Fund for the Mayor’s Office for building repairs and equipment.
Section 8. There is hereby appropriated the sum of $174,400.00 from the General Fund Reserve Fund for Metropolitan Clerk’s Office for equipment.
Section 9. There is hereby appropriated the sum of $79,000.00 from the General Fund Reserve Fund for the Metropolitan Historical Commission for building repairs and equipment.
Section 10. There is hereby appropriated the sum of $2,000,000.00 from the General Fund Reserve Fund for the Metropolitan Nashville Police Department for building repairs and equipment.
Section 11. There is hereby appropriated the sum of $38,500.00 from the General Fund Reserve Fund for the Metropolitan Nashville Sports Authority for building repairs and equipment.
Section 12. There is hereby appropriated the sum of $4,400,000.00 from the General Fund Reserve Fund for the Metropolitan Parks and Recreation Department for building repairs and equipment.
Section 13. There is hereby appropriated the sum of $625,000.00 from the General Fund Reserve Fund for the Metropolitan Public Health Department for building repairs and equipment.
Section 14. There is hereby appropriated the sum of $2,000,000.00 from the General Fund Reserve Fund for the Nashville Fire Department for building repairs and equipment.
Section 15. There is hereby appropriated the sum of $2,000,000.00 from the General Fund Reserve Fund for the Nashville General Hospital for building repairs and equipment.
Section 16. There is hereby appropriated the sum of $1,500,000.00 from the General Fund Reserve Fund for the Nashville Municipal Auditorium for building repairs.
Section 17. There is hereby appropriated the sum of $2,460,000.00 from the General Fund Reserve Fund for the Nashville Public Library for equipment.
Section 18. There is hereby appropriated the sum of $335,000.00 from the General Fund Reserve Fund for the State Trial Courts for building repairs and equipment.
Section 19. As required by Ordinance No. 086-1534, information justifying the appropriations is set forth in the "General Fund Reserve Fund (4% Fund) Information Sheets" attached hereto and incorporated herein by reference.
Section 20. Where applicable, the Purchasing Agent shall procure equipment and repairs specified in the attachments in accordance with the established purchasing procedures; provided that purchases of computer equipment and software hereunder shall be based upon a recommendation from the appropriate department and the Information Systems Director.
Section 21. The Director of Finance may schedule acquisitions authorized herein to ensure an appropriate balance in the Fund.
Section 22. This resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.

Analysis
This resolution appropriates $27,139,900 from the General Fund Reserve Fund (“4% Fund”) to 18 departments for various purchases of equipment and building repairs. Section 6.14 of the Metropolitan Charter requires that 4 percent of all the general fund revenue of the General Services District be set aside each year solely for the purchase of equipment and building repairs.
Ordinance No. O86-1534 and Section 5.04.015.F of the Metropolitan Code require that allocations from the 4% Fund each be supported by information sheets, which are attached to the resolution. The information sheets detail the cost of the equipment or building repairs, whether the cost is related to a replacement, the age of the equipment being replaced, and the estimated life of the equipment. The resolution further provides that “the Director of Finance may schedule acquisitions authorized herein to ensure an appropriate balance in the Fund.”
The following departments would receive funding:

• Metropolitan Nashville Sports Authority - First Horizon Park seat replacements, seating parts, and electric switchboard meter - $38,500

• Metropolitan Public Health Department - Elevator repair, equipment and system implementation, and Lentz equipment and repairs, and animal control equipment and repairs - $2,000,000
• Nashville Fire Department - Medical and safety supplies, repairs and maintenance of facilities, and personal safety equipment and supplies - $2,000,000
• Nashville General Hospital - Elevator repair and replacement - $2,000,000
