An ordinance approving a pilot project between Vanderbilt University and the Metropolitan Government of Nashville and Davidson County, acting by and through the Department of Water and Sewerage Services, for the provision of early warning detection for water management systems.

WHEREAS, the Metropolitan Government of Nashville and Davidson County, through the Department of Water and Sewerage Services (“MWS”), provides water, sewer and stormwater services throughout Davidson County; and,
WHEREAS, efficient water service management requires timely detection of irregularities, such as valve malfunctions, pressure drops or unexpected patterns and traditional methods often rely on reactive measures, generalized thresholds and post-analysis using simulations, which can result in delays and inefficiencies; and,
WHEREAS, MWS and Vanderbilt University are interested in developing an AI-powered, anomaly detection system by leveraging historical data analysis, spatial-temporal modeling and graph neural networks (GNNs) integrated with simulation tools to enhance the reliability and efficiency of water infrastructure management as further described in the attached Exhibit A; and,
WHEREAS, it is in the best interest of the citizens of Nashville and Davidson County that this pilot project be pursued to aid in future water system management.
NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:
Section 1. That the pilot project between Vanderbilt University and the Metropolitan Government of Nashville and Davidson County, acting by and through the Department of Water and Sewerage Services, for the provision of early warning detection for water management systems, as further described in Exhibit A, attached hereto, is hereby approved.
Section 2. Amendments to this legislation shall be approved by resolution.
Section 3. This ordinance shall take effect from and after its final passage, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.

This ordinance would approve a pilot project for the provision of early warning detection for water management systems between Vanderbilt University and Department of Water and Sewerage Services (MWS).
Vanderbilt and MWS will develop an AI-powered anomaly detection system to detect irregularities, such as valve malfunctions, pressure drops or unexpected patterns, in the water system. The detection system will utilize historical data analysis, spatial-temporal modeling, and graph neural networks integrated with simulation tools. The goal is for the detection system to enhance the reliability and efficiency of water infrastructure management.
Per the attachment to the ordinance, the pilot project will last two years. The first year will center on creation of the model and the second year will implement the model with real-time data and develop a dashboard to visualize the system detection results. While the project proposal attachment contains a budget justification, it is unclear from the proposal attachment or the ordinance who is responsible for the payment of the budgeted items.
