WHEREAS, Section 7-3-314 of the Tennessee Code Annotated states that metropolitan forms of government may provide financial assistance to nonprofit organizations in accordance with the guidelines of the Metropolitan Government; and,

WHEREAS, Section 5.04.070 of the Metropolitan Code of Laws provides that the Council may, by Resolution, appropriate funds for the financial aid of nonprofit organizations; and,

WHEREAS, Metropolitan Charter Section 10.104 provides that the Board of Health has the duty to contract for such services as will further the program and policies of the Board, subject to confirmation by Resolution of Council; and,

WHEREAS, pursuant to the budget ordinance of the Metropolitan Government of Nashville and Davidson County for fiscal year 2027, Substitute Ordinance No. BL2026-1377, funds are available for the provision of comprehensive, wraparound support services to individuals with opioid use disorder; and,

WHEREAS, the Metropolitan Government, acting by and through the Board of Health, wishes to enter into a grant contract with Matthew Walker Comprehensive Health Center to implement a culturally tailored education campaign to reach individuals through various means, train additional primary care providers in medications for opioid use disorder, and formalize partnerships with trusted community organizations to host events to reduce the stigma of opioid use disorder; and, 

WHEREAS, it is to the benefit of the citizens of The Metropolitan Government of Nashville and Davidson County that the funding is appropriated and the grant contract is approved.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1.                     There is hereby appropriated Six Hundred Thirty Eight Thousand Seven Hundred Eighty Nine Dollars ($638,789) from the Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Board of Health, to Matthew Walker Comprehensive Health Center for the purposes herein stated. 

Section 2.                       The Metropolitan Government is hereby authorized to enter into a grant contract, attached hereto and incorporated herein, with Matthew Walker Comprehensive Health Center for the amount provided herein and the purposes stated. 

Section 3.                       That this resolution shall take effect from and after its adoption, the welfare of the Metropolitan Government of Nashville and Davidson County requiring it.

This resolution approves a grant contract between the Metropolitan Government of Nashville and Davidson County and Matthew Walker Comprehensive Health Center to implement a culturally tailored education campaign, train additional primary care providers regarding opioid use disorder, and formalize partnerships with trusted community organizations to reduce the stigma of opioid use disorder.

 

Pursuant to this grant agreement, Matthew Walker Comprehensive Health Center will implement a culturally tailored education campaign that reaches at least 5000 individuals, train six primary care providers in medications for opioid use disorder services, connect 90 percent of patients using opioid use disorder medications to wrap around care, and formalize partnerships with at least five community organizations to host events to reduce the stigma of opioid use disorder. The value of the grant is not to exceed $638,789. The term of the grant begins upon approval and filing with the Metropolitan Clerk and ends on June 30, 2028.

 

Tennessee Code Annotated section 7-3-314 authorizes the Metropolitan Government to provide financial assistance to nonprofit organizations. Section 5.04.070 of the Metropolitan Code of Laws provides that the Metropolitan Council may appropriate funds for the financial aid of nonprofit organizations by resolution.
