WHEREAS, Section 7-3-314 of the Tennessee Code Annotated states that metropolitan forms of government may provide financial assistance to nonprofit organizations in accordance with the guidelines of the Metropolitan Government; and,
WHEREAS, Section 5.04.070 of the Metropolitan Code of Laws provides that the Council may, by Resolution, appropriate funds for the financial aid of nonprofit organizations; and,
WHEREAS, Metropolitan Charter Section 10.104 provides that the Board of Health has the duty to contract for such services as will further the program and policies of the Board, subject to confirmation by Resolution of Council; and,
WHEREAS, pursuant to the budget ordinance of the Metropolitan Government of Nashville and Davidson County for fiscal year 2027, Substitute Ordinance No. BL2026-1377, funds are available for the provision of comprehensive, wraparound support services to individuals with opioid use disorder; and,
WHEREAS, the Metropolitan Government, acting by and through the Board of Health, wishes to enter into a grant contract with We Are One Recovery to expand access to prevention education, peer navigation, and linkage to care for adults in Davidson County at elevated risk for opioid misuse, relapse, and overdose; and,
WHEREAS, it is to the benefit of the citizens of The Metropolitan Government of Nashville and Davidson County that the funding is appropriated and the grant contract is approved.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:
Section 1. There is hereby appropriated One Hundred Six Thousand Dollars ($106,000) from the Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Board of Health, to We Are One Recovery for the purposes herein stated.
Section 2. The Metropolitan Government is hereby authorized to enter into a grant contract, attached hereto and incorporated herein, with We Are One Recovery for the amount provided herein and the purposes stated.
Section 3. That this resolution shall take effect from and after its adoption, the welfare of the Metropolitan Government of Nashville and Davidson County requiring it.

This resolution approves a grant contract between the Metropolitan Government of Nashville and Davidson County and We Are One Recovery to expand access to prevention education, peer navigation, and linkage to care for adults in Davidson County at elevated risk for opioid misuse, relapse, and overdose.
Pursuant to this grant agreement We Are One Recovery will host weekly prevention and recovery-support groups, provide individualized peer navigation, care coordination, naloxone education and distribution, transportation assistance and referral to wrap-around services, and collect program data to evaluate service utilization and outcomes. The grant value of the grant is not to exceed $106,000. The term of the grant begins upon approval and filing with the Metropolitan Clerk and ends on June 30, 2028.
Tennessee Code Annotated section 7-3-314 authorizes the Metropolitan Government to provide financial assistance to nonprofit organizations. Section 5.04.070 of the Metropolitan Code of Laws provides that the Metropolitan Council may appropriate funds for the financial aid of nonprofit organizations by resolution.
