WHEREAS, Section 7-3-314 of the Tennessee Code Annotated states that metropolitan forms of government may provide financial assistance to nonprofit organizations in accordance with the guidelines of the Metropolitan Government; and,
WHEREAS, Section 5.04.070 of the Metropolitan Code of Laws provides that the Council may, by Resolution, appropriate funds for the financial aid of nonprofit organizations; and,
WHEREAS, RS2025-1324 approved grant contracts between the Metropolitan Government (“Metro”), by and through the Nashville Public Library, and various nonprofit organizations including Aspiring Youth Enrichment Services, for the provision of free and high-quality out-of-school programs through the Library’s Nashville After Zone Alliance (“NAZA”) program; and,
WHEREAS, the parties wish to amend the grant contract with Aspiring Youth Enrichment Services to increase the total value to allow for additional summer programming, a copy of which amendment is attached hereto and incorporated herein; and,
WHEREAS, it is to the benefit of the citizens of The Metropolitan Government of Nashville and Davidson County that the amendment to the grant contract be approved.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:
Section 1. That amendment one to the grant contract between the Metropolitan Government of Nashville and Davidson County, by and through the Nashville Public Library, and Aspiring Youth Enrichment Services increases the contract value as shown below:

Section 2. The Metropolitan Government is hereby authorized to enter into the grant contract amendments, attached hereto and incorporated herein, with the nonprofit organization listed in Section 1.
Section 3. This resolution shall take effect from and after its adoption, the welfare of the Metropolitan Government of Nashville and Davidson County requiring it.

This resolution approves amendment one to a grant to Aspiring Youth Enrichment Services from the Nashville Public Library through the Nashville After Zone Alliance for out-of-school programming.
The grant agreement was approved by the Metropolitan Council in Resolution No. RS2025-1324, which approved grants from the Nashville Public Library to 12 nonprofit organizations. Aspiring Youth Enrichment Services received a grant in the amount of $112,000.
The proposed amendment would increase the grant amount by $112,000 to $524,275 to offer summer programming for 70 youth living in J.C. Napier and Sudekum Apartments, cover the cost of general programming, including the salaries of Aspiring Youth Enrichment Services, among other expenses allowed by the Metropolitan Government.
Tenn. Code Ann. Section 7-3-314 authorizes the Metropolitan Government to provide financial assistance to nonprofit organizations. Section 5.04.070 of the Metropolitan Code of Laws provides that the Metropolitan Council may by resolution appropriate funds for the financial aid of nonprofit organizations.
