WHEREAS, the Emergency Communications District for Metropolitan Nashville and Davidson County (“Emergency Communications District”) was created by Ordinance No. 088-609; and,
WHEREAS, the Emergency Communications District has the powers of a municipality under Tennessee law by virtue of Tennessee Code Annotated section 7-86-106; and,
WHEREAS, the Metropolitan Government seeks to enter into an agreement with the Emergency Communications District whereby a Public Safety Answering Point will be provided for the area of the Metropolitan Government for the 2026-2027 fiscal year; and,
WHEREAS, under the agreement, the Metropolitan Government will provide certain services to the Emergency Communications District for the 2026-2027 fiscal year; and,
WHEREAS, under the agreement, the Emergency Communications District will reimburse the Metropolitan Government for certain costs; and,
WHEREAS, Tennessee Code Annotated Section 12-9-101, et seq., grants political subdivisions of Tennessee the authority to enter into interlocal agreements to operate common projects and achieve common objectives subject to the approval of their respective governing bodies or otherwise as provided by law; and,
WHEREAS, it is in the best interest of the Metropolitan Government that the agreement be approved.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:
Section 1. That the agreement between The Metropolitan Government of Nashville and Davidson County and the Emergency Communications District for Metropolitan Nashville and Davidson County for the provision of a Public Safety Answering Point (PSAP) and reimbursement of costs for the 2026-2027 fiscal year, a copy of which is attached hereto and incorporated herein, is hereby approved, and the Metropolitan County Mayor is authorized to execute the same on behalf of the Metropolitan Government.
Section 2. That this resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.

This resolution approves an interlocal agreement between the Metropolitan Government (“Metro”) and the Emergency Communications District for Nashville and Davidson County (“ECD”) for the provision of services and reimbursement of costs pertaining to a Public Safety Answering Point (“PSAP”) in Davidson County.
Pursuant to this agreement, the Department of Emergency Communications agrees to operate the PSAP and maintain the geographical master street address guide. Through the Department of General Services, Metro will provide vehicles for use by the Department of Emergency Communications. Metro will enter into a lease for a facility to serve as a backup center to the Emergency Communications Center and ECD will reimburse Metro for rental rates during the term of the lease. Metro will also arrange for training Metro employees to operate the emergency communications equipment and ECD will reimburse Metro for all training costs.
ECD will reimburse the Department of Emergency Communications for all expenses incurred in the provision of 911 services and operation of the PSAP.
The term of the agreement begins July 1, 2026, and shall terminate on June 30, 2027. Either party may terminate this agreement earlier upon 30 days’ written notice to the other party
Fiscal Note: The Emergency Communications District (ECD) will reimburse the Metropolitan Government for training costs, procurement of all goods, equipment and services including incidental procurement costs, DEC backup facility rental costs, and telephone services. Emergency Communications (DEC) for training, facility rental, telephone, fleet and other expenses used in the provision of 911 service.
