An ordinance approving a contract between the Metropolitan Government of Nashville and Davidson County and Principle Environmental, Inc. to provide parts and products needed for Metro Water and Sewerage Services’ equipment.

WHEREAS, Section 4.12.060 of the Metropolitan Code of Laws authorizes the Metropolitan Purchasing Agent to enter into sole source contracts when the Purchasing Agent determines in writing according to standards adopted by the Procurement Standards Board that there is only one source for the supply or services required; and,
WHEREAS, the Purchasing Agent has determined that the services and supplies to be provided by Principle Environmental, Inc. meet the requirements for the use of a sole source contract; and,
WHERAS, the proposed contract term is ten (10) years; and,
WHEREAS, approval of the Contract will benefit the citizens of Davidson County.
NOW THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:
Section 1. That the Contract between The Metropolitan Government of Nashville and Davidson County and Principle Environmental, Inc., attached hereto and incorporated herein, is hereby approved.
Section 2. Amendments to this ordinance shall be approved by resolution.
Section 3. That this Ordinance shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.

This ordinance approves a sole source contract between the Metropolitan Government and Principle Environmental, Inc. to provide parts and products needed for Metro Water and Sewerage Services’ (“MWS”) equipment.
Section 4.12.060 of the Metropolitan Code of Laws authorizes the Metropolitan Purchasing Agent to enter into sole source contracts when the Purchasing Agent determines in writing according to standards adopted by the Procurement Standards Board that there is only one source for the supply or services required.
According to the sole source justification form attached to the agreement, Principle Environmental is the sole source in Tennessee for Atlas Copco, Cordell, Hydro International, Fiber Glass Systems, RW Gates, and Trilium/Wemco parts and products, which are in use by MWS. Much of this equipment is currently being installed and MWS expects the equipment to be in service for many years to come.
The term of this contract is 120 months, beginning upon approval by all required parties and filing with the Metropolitan Clerk’s Office. The estimated contract value is $10,000,000. Future amendments to this ordinance may be approved by resolution.
Fiscal Note: The estimated value over the 10-year life of this contract is $10,000,000 to be paid from Fund 67331, Business Unit 65558020.
