WHEREAS, Section 7-3-314 of the Tennessee Code Annotated states that metropolitan forms of government may provide financial assistance to nonprofit organizations in accordance with the guidelines of the Metropolitan Government; and,

WHEREAS, Section 5.04.070 of the Metropolitan Code of Laws provides that the Council may, by Resolution, appropriate funds for the financial aid of nonprofit organizations; and,

WHEREAS, NNSC is a research center at City University of New York John Jay College of Criminal Justice, a nonprofit organization. The NNSC works with communities to reduce violence, minimize arrest and incarceration, and increase trust between law enforcement and the public. Working in partnership with cities around the country the NNSC provides advice on implementing evidence-based violence reduction strategies. Additionally, the NNSC provides guidance on how to build trust between law enforcement and the communities it serves, facilitates connections between practitioners within and across jurisdictions, and serves as a resource for knowledge about violence prevention and reduction strategies; and,

WHEREAS, the Metropolitan Government of Nashville and Davidson County, acting by and through the Metropolitan Department of Health, wishes to appropriate funding and contract with NNSC for the provision of strategic advising to key Nashville partners and stakeholders - including law enforcement, service providers, and community leaders - to implement NNSC’s Group Violence Intervention; and,

WHEREAS, it is to the benefit of the citizens of The Metropolitan Government of Nashville and Davidson County that these funds be appropriated to this nonprofit organization.

NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

Section 1.                     There is hereby appropriated One Hundred Forty Thousand Dollars ($140,000) from the Metropolitan Department of Health to NNSC for the provision of strategic advising to key Nashville partners and stakeholders - including law enforcement, service providers, and community leaders - to implement NNSC’s Group Violence Intervention.

Section 2.                       The Metropolitan Government is hereby authorized to enter into a grant contract, attached hereto and incorporated herein, for the amount provided herein and the purposes stated.  Such contract shall specify the terms and conditions under which the grant funds are to be spent.

Section 3.                     That this Resolution shall take effect from and after its adoption, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.

This resolution approves an appropriation of $140,000 from the Metropolitan Department of Health to the Research Foundation of the City University of New York, o/b/o National Network of Safe Communities (“NNSC”) to provide strategic advising to key Nashville stakeholders to implement NNSC’s Group Violence Intervention program.

 

NNSC would provide strategic advising to assist the Metropolitan Government, law enforcement partners (including police, probation and parole officers, and prosecutors), social service providers, and community leaders in implementing NNSC’s Group Violence Intervention program. NNSC would develop local operational support for the program through the training and support of a Nashville-based project manager provide ongoing strategic advising to guide the implementation of the program. Regular implementation reviews and executive stakeholder engagement would also occur, and NNSC would provide access to management and development tools to implement and manage the program.

 

The term of the grant agreement would begin “on the date after it has received all necessary approvals” and end on June 30, 2024.

 

Fiscal Note: The Metropolitan Government would provide $140,000 to the Research Foundation of the City University o/b/o National Network of Safe Communities.
