title
A resolution requesting the Nashville Department of Transportation and Multimodal Infrastructure and the Metropolitan Department of Parks and Recreation to review safety measures and propose solutions relative to crosswalks and street crossings on greenways in Nashville and Davidson County.
body
WHEREAS, Nashville and Davidson County residents use greenways maintained by the Metropolitan Department of Parks and Recreation (“Metro Parks”) as pathways for exercise, commute, and play; and
WHEREAS, safety issues can arise when these greenways intersect with streets and roads that expose pedestrians, cyclists, and others to cars and other motor vehicles; and
WHEREAS, residents have been injured and killed because of collisions that occur between vehicles and pedestrians at greenway crosswalks; and
WHEREAS, the Metropolitan Government has formally committed to Vision Zero, a strategy to eliminate all traffic-related fatalities and severe injuries while increasing safe, healthy, and equitable mobility for all by promoting targeted infrastructure, enforcement, education, and engineering interventions; and
WHEREAS, these crosswalks and street crossings are typically managed by the Nashville Department of Transportation and Multimodal Infrastructure (“NDOT”). As pedestrian safety is a Metro-wide priority, it would be appropriate for the department to evaluate these locations and determine how to make them safer for everyone who uses them; and
WHEREAS, it is also appropriate for Metro Parks to engage with this review and develop protective measures for greenways in Nashville and Davidson County; and
WHEREAS, it is fitting and proper that the Metropolitan Council request that NDOT and Metro Parks work collectively to review safety measures at greenway crosswalks and street crossings and determine whether improvements would be appropriate to reduce injuries and deaths at these locations.
NOW, THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:
Section 1. The Metropolitan Council hereby goes on record as requesting that the Nashville Department of Transportation and Multimodal Infrastructure and the Metropolitan Department of Parks and Recreation identify pedestrian and cyclist injuries, deaths, and when possible, near misses that occurred on greenway crosswalks and street crossings in the twelve months before the effective date of this resolution; review safety measures and propose solutions relative to crosswalks and street crossings on greenways; determine whether additional safety improvements are necessary; and provide cost estimates for these safety improvements.
Section 2. The Metropolitan Council further requests that the Nashville Department of Transportation and Multimodal Infrastructure and the Metropolitan Department of Parks and Recreation determine the greenway crosswalks and street crossings that are considered urgent safety concerns and implement intervention tools at the greenway crosswalks and street crossings determined to be urgent safety concerns no later than three months following the effective date of this resolution.
Section 3. The Metropolitan Council further requests that the Nashville Department of Transportation and Multimodal Infrastructure and the Metropolitan Department of Parks and Recreation submit a report to the Metropolitan Council regarding their findings and steps taken to fulfill these requests no later than six months following the effective date of this resolution.
Section 4. This resolution shall take effect from and after its adoption, the welfare of the public requiring it.
