WHEREAS, the original East Bank Redevelopment Plan, was enacted by Ordinance No. BL096-163 in 1996 to facilitate the construction of an NFL football stadium; and

 

WHEREAS, the Project Area was extended in 1999 by Ordinance No. BL099-1647 to include properties on and in the vicinity of Main Street and Woodland Street; and

 

WHEREAS, an amendment to the East Bank Redevelopment Plan consisting of certain changes to the text, boundaries, and maps of the East Bank Redevelopment Plan prepared for and adopted by the Board of Commissioners of the Metropolitan Development and Housing Agency has been filed with and referred to the Metropolitan Council of Nashville and Davidson County, Tennessee for review and approval; and

 

WHEREAS, the existing East Bank Redevelopment Plan expires December 31, 2025; and

 

WHEREAS, extension of the land use controls contained in the East Bank Redevelopment Plan through December 31, 2026 will permit time for consideration of a Transit Oriented Redevelopment District.

 

NOW, THEREFORE, BE IT ENACTED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:

 

Section 1. That the findings and determinations relative to the “East Bank Redevelopment Plan” are hereby reaffirmed and redetermined.

 

Section 2. That the text of the East Bank Redevelopment Plan is replaced in its entirety with the attached East Bank Redevelopment Plan dated October 14, 2025 and inclusive of Redevelopment Plan Maps 1, 2, 3 and Exhibit A “Project Boundary Description”

 

Section 3. That the duration of the East Bank Redevelopment Plan for those properties east of Interstate 24/65 will be in effect until December 31, 2026.

 

Section 4. This ordinance shall take effect on December 31, 2025, after its enactment, the welfare of The Metropolitan Government of Nashville and Davidson County requiring it.

Analysis

 

This ordinance approves the second amendment to the East Bank Redevelopment Plan, as managed by the Metropolitan Housing and Development Agency. The ordinance would replace the text of the East Bank Redevelopment Plan and include new maps and descriptions of the project boundaries.

 

The original East Bank Redevelopment Plan was enacted by Ordinance No. BL96-163 in 1996 to facilitate the construction of an NFL football stadium. The project area was extended in 1999 by Ordinance No. BL99-1647 to include properties on and in the vicinity of Main Street and Woodland Street in East Nashville.

 

The proposed amendment reduces the size of the project area of the East Bank Redevelopment Plan and extends the duration of the plan until December 31, 2026. Since the creation of the East Bank Development Authority through Ordinance No. BL2024-428 and Chapter 68 of the Private Acts of 2024, the original portion of the project area is no longer necessary. The amendment would remove the part of the project area west of the Interstate 65/24 loop from the redevelopment plan.

 

The portions of the project area east of the interstate loop will remain in the redevelopment plan until December 31, 2026. The extension will allow for time to consider the creation of a Transit Oriented Development District.

 

The MDHA Board of Commissioners approved this amendment at its October 14, 2025 meeting.
