A resolution memorializing the life and service of Metropolitan Nashville Police Department Commander Scott Byrd.

WHEREAS, Commander Scott Byrd joined the Metropolitan Nashville Police Department (“MNPD”) on January 16, 2000, as a member of Academy Session 37, and graduated alongside 47 classmates on June 7, 2000; and
WHEREAS, Commander Byrd worked diligently and was promoted through the ranks first to Sergeant in 2008, then Lieutenant in 2013, to Captain in 2019, and finally to Commander in 2020; and
WHEREAS, throughout his 25-year career, Commander Byrd was chosen for many of MNPD’s most consequential assignments, including Director of Training, Executive Officer in the Community Services Bureau, the first leader of the School Safety Division, and SWAT Commander; and
WHEREAS, at the time of his death on November 14, 2025, Commander Byrd headed the Emergency Services Division, which includes SWAT, Crisis Negotiators, Hazardous Devices Unit, Emergency Contingency, and Marine Operations; and
WHEREAS, On March 27, 2023, Commander Byrd exhibited his calm and deliberate command presence under high pressure situations, as he served as the Incident Commander during the Covenant School active shooter response; and
WHEREAS, beyond his role as the Director of Training, Commander Byrd had a passion for facilitating growth among the force. He helped co-workers prepare for promotional testing. It is estimated that dozens of police personnel were promoted to be new supervisors due to the training Commander Byrd provided after work; and
WHEREAS, Commander Byrd will be remembered for his wisdom and clarity. He was known to say “right is right, wrong is wrong, attitude is everything”; and
WHEREAS, outside of his work life Commander Byrd was a dedicated husband, father, and community member. Commander Byrd served as a deacon for his church and volunteer coach; and
WHEREAS, Commander Byrd will be remembered for his service, his compassion, and his warmth and unwavering devotion.
NOW THEREFORE, BE IT RESOLVED BY THE COUNCIL OF THE METROPOLITAN GOVERNMENT OF NASHVILLE AND DAVIDSON COUNTY:
Section 1. That the Metropolitan County Council hereby goes on record honoring the life and service of Metropolitan Nashville Police Department Commander Scott Byrd.
Section 2. This Resolution shall take effect from and after its adoption, the welfare of the Metropolitan Government of Nashville and Davidson County requiring it.
